TL;DR: No.
Only ‘normal’ GoDaddy accounts can delegate access. If the GoDaddy account was created through a reseller (such as Google Workspace Purchase Partner), then the resulting GoDaddy account cannot delegate access.
I am sorry but as checked with the team the delegate access could be provided to GoDaddy account only not workspace or reseller accounts as these are different accounts.

As of 2021 Sept 15, the user can still send the invitation from their reseller-created account, but the acceptance link in the invitation sent will not work.
